Deferred maintenance is a loan with terrible terms.

Postponing a roof does not save money. It finances the roof — at an interest rate nobody voted on, on terms nobody negotiated, with collateral damage nobody budgeted for.

The hidden interest rate

Deferred maintenance is work that should have been performed but was postponed, typically to avoid a dues increase. The cost does not stay still while the board waits. Construction escalation continues. The failing component keeps degrading. And a roof that leaks does not only cost a roof — it costs sheathing, insulation, drywall, and sometimes a mold remediation and an insurance claim that reprices the association's premium for years.

The association did not avoid the expense. It borrowed against the building and paid the interest in damage.

Why it keeps happening

  • The cost of deferral is invisible; the cost of a dues increase is not
  • Boards serve two- or three-year terms and the failure lands on a future board
  • Nobody has quantified the escalation, so it feels free
  • The reserve study says the component has a few years left, and 'a few years' becomes 'later'

How to make the tradeoff visible

Ask management for two numbers side by side: the cost of doing the work on schedule, and the projected cost of doing it three years late, including reasonable escalation and the probable collateral damage from continued failure. Put both in front of the board in writing.

Boards defer maintenance because deferral looks free. Once it does not look free, most boards make the right call.

The exception worth naming

Sometimes deferral is genuinely the correct decision — when funds are constrained and a different component is failing faster. That is a legitimate prioritization call. But it should be a documented decision with a stated rationale and a date, not a silent omission from the budget.
