A market shaped by turnover

Mountain Home's proximity to Mountain Home Air Force Base gives its housing stock an unusually high rate of ownership turnover and non-owner occupancy. For an association, that translates directly into governance friction: board seats are hard to keep filled, institutional knowledge evaporates on a two-to-three-year cycle, and a meaningful share of homes are tenant-occupied by residents who never received the governing documents.
