Resort-market associations carry obligations that valley-floor communities do not. We have managed Wood River Valley communities for years, and we staff an office in Hailey because absentee ownership and heavy snow load are not things you manage from ninety miles away.
Snow load is a reserve problem, not a maintenance problem
Wood River Valley roofs, decks, and drainage systems are consumed by weather on a schedule that valley-floor associations never experience. Ice damming, snow shedding, and freeze-thaw cycling compress the useful life of building envelopes and paving. An association here that funds reserves on a national rule-of-thumb is underfunding them, and will find out in the worst possible way.
Absentee ownership changes governance
In resort communities a substantial share of owners do not live here. That has three consequences: quorum at annual meetings becomes genuinely difficult, communication must be deliberate rather than incidental, and short-term rental pressure creates enforcement disputes between resident and non-resident owners that boards must handle with real procedural care.

Reserve planning calibrated to actual mountain-climate component life. Meeting and election administration built around remote participation. Enforcement documented well enough to withstand a challenge from an owner who has counsel and lives out of state.
